I'm not sure I agree with you a hundred percent on your police work, there, Lou.
1 million / 250 milllion is a ratio .004, or .4 percent.
All of your 'percentages' are off by a factor of 100, except the CO2 one.

Sorry about that and thanks for clearing things up, Kris. I was in a hurry to get out the door and forgot to finish my calculations. Even so, it's a less than 1% improvement in any of the areas this program intends to address.
